EU driving license update

The EU goes ahead with plans to update driving license issuance and renewal. The revision of the Driving License Directive is part of the Road Safety Package of the European Commission (2023), which adheres to the Vision Zero goals of the EU Road Safety Policy Framework 2021-2030.

This vision aims to half road accident deaths and serious injuries by 2030. Since safety on the roads is paramount, MEPs are to confirm in October 2025 new rules for novice drivers, vulnerable road users and driving disqualifications. Cross-border collaboration among EU member states aims to decrease dangerous driving by those committing driving offences while abroad. Draft legislation already confirmed by the EU Council will introduce additional driving license requirements to address blind spot challenges, phone usage and awareness about other road users, including vulnerable road users.

Fitness to drive, which is the focus of BOPALiM WG1 activities, is anticipated to become more systematic in the future regarding both physical and mental assessments. EU member states will be able to decide if these fitness to drive assessments will be based on self-assessment by driving license holders or if they will introduce a national evaluation system.
